The Personnel policy


Human resources can be considered the most essential. Intellectual potential and work experience of the employees make up the basis for growth and prosperity of the factory. The personnel policy is directed toward professional improvement of the employees, as well as combining unique experience and skill of veterans with an energy and talent of young staff, initiation of equal conditions that stimulate creative initiative, self-actualization and career advancement.


The Kirov factory has its own Personnel training center which is engaged in training, retraining, training for acquiring 2nd profession, and advanced training for the personnel. Training is given by both the teachers of higher institutions of St. Petersburg and experienced workers of the factory who reveal peculiarities of operating a specific machine to young specialists. The center is opened to everybody who has a strong interest in his/her professional growth.


There is a system of tutorship at the factory. Experienced employees having pedagogical skills in the capacity of tutors are attached to every young worker and specialist under 30 years of age. The tasks of the tutor are connected with giving practical support to a young staff member in mastering the profession, dealing with production and household problems, fostering love and respect for his/her profession. The main aim of the tutor is to give assistance to a young employee in becoming a full member of the huge collective of the Kirov factory.


The informative course of “Young specialist” has started its work since 2000. A wide range of meetings with Director General, his deputies, with directors and leading specialists of subsidiary companies is held within its framework. Newly employed members have an opportunity to get to know the history of the factory that goes back to more than 200 years, to get to know its structure, directions of activities and manufacturing departments, the concept of the pursued personnel policy.


The factory also has the program “Rezerv”. One of its key activities is connected with promotion of young specialists and preparing them for taking executive positions of the first and middle level of management, such as section manager and head clerk, deputy superintendents of shops, departments and services. They are the specialists of not less then 3-year work experience at the Kirov factory as a rule.

Specialists of the factory can be sent to probations, including probations that take place abroad, if it is necessary. Acquisition of modern equipment and up-to-date engineering developments of the foreign companies must be accompanied with an appropriate training of specialists on the basis of such manufacturers. This is a great opportunity for making professional progress and career advancement.


Salary is one of the most important stimuli for the rising generation to proceed working at the factory. A salary of a student doing practical work in engineering departments comes up to 50% of specialists’ official emolument and up to 60-70% of the amount of master’s official emolument for students doing practical work in shops. Young specialists have their official emoluments equal to specialists’ official emoluments of the 3rd category and assistants of masters. Some manufacturing departments establish additional payments during the first year of work and establish market premiums or conclude individual labour contracts after specified results were achieved.


Well-considered and socially responsible personnel policy of the Kirov factory bears its fruits. More then 50% of the factory employees has the title of “veteran-kirovets”. This title is awarded to those who worked at the factory not less then 20 years. Nowadays there are several people still working for the Kirov factory and doing this for almost all their lives. Their length of service numbers more then 50 years.


Succession of generations is the most important factor of prosperous activity of the Kirov factory. That is why it has the Council of veterans functioning. The members of the council are the people who have retired but still take part in the life of the factory.

The personnel policy of the Kirov factory expressed numerically:


17 500 rubles – average monthly salary at the factory


12 024 rubles - on an average in Saint-Petersburg


10,7 % - labor fluctuations during the 8 month of 2006


12-20% - at machine-building factories of Saint-Petersburg on an average


18,6 millions of rubles – paid as financial incentives for the employees of the factory in 2005



Personnel training center


At the present time Personnel training center of the Kirov factory which is engaged in training, retraining, training for acquiring 2nd profession, and advanced training for the personnel of subdivisions (workers, specialists and managers) and subsidiary companies of OAO “Kirovskiy zavod”, and also external companies. Personnel training center has a license to teach 58 job specializations giving document of state standard. The Center performs several training programs of professional education:


Training for workers:

  • machine-operators, metalworkers, electricians, compressor plant and pump assembly operators, laboratory assistants, maintenance men, diesel locomotive driver, workers of metallurgical manufacturing and press forging (required initial level of education – basic general education as a minimum; full-time attendance);
  • crane operators;
  • strappers;
  • house-painter;
  • ground-type transport drivers;
  • auto-loader drivers;
  • lift operators;
  • press operators, mechanics, gas-cutting operators.


Training for managers and specialists:

  • responsible for operational condition of hoisting machines (required initial level of education – basic vocational education);
  • responsible for secure crane operating;
  • occupational safety and health specialists.


And also training on the basis of the program of fire-hazard minimum is performed.

Personnel training center organizes and performs corporate seminars on advanced training for managers and specialist of the Kirov factory, its subsidiary companies as well as for external companies.


Personnel training center organizes manufacturing training on the basis of subdivisions and subsidiary companies of OAO “Kirovskiy zavod” for students of higher educational institutions, pupils of specialized secondary educational establishments, pupils of basic vocational educational establishments (vocational colleges and lyceums)

Zh.Y. Kotin Machine-building technical school of Leningrad


This educational institution was founded during the years of the Great Patriotic War right after the complete raising of the blockade of Leningrad in 1944 with the joint decree of People’s Commissar of tank-building industry and Chairman of the All-Union higher school committee.


Since that time the activity of Machine-building technical school of Leningrad has close connections with the Kirov factory. The technical school became a good supplier of well-qualified personnel.


The creative potential of the technical school is very high. At the present moment it has 20 teachers of the highest class, 2 Candidates of Science (PhD), 2 Honoured teachers of a school of Russian Federation, 4 honorary workers of secondary level professional education, 4 excellent workers of public education among its employees. They train specialists in the most needed spheres of manufacturing. Education process is based on using contemporary computer facilities and up-to-date information processing technologies. The technical school successfully passed state certification in 2003.


Vocational lyceum ¹ 42 is the oldest educational institution of Saint-Petersburg. The lyceum originates from the Sunday school established on N.N. Putilov’s initiative for the children of workers of the Putilov factory (Putilovskyi zavod) in 1868. Later on the educational institution made emphasis on training personnel of working professions for the Putilov factory and then for the Kirov factory. The lyceum changed the name several times during the period of its existence, but it is still aimed at training workers for the basic manufacturing.


Vocational lyceum ¹ 42 is an up-to-date educational institution. Electronic methods of education have extensive application in education process. Pupils of the lyceum have an opportunity to attend gymnasium and exercise room for free. There are volleyball, basketball, mini-football, and tennis sports sections in the lyceum.


Pupils of the lyceum are paid a state scholarship. The Kirov factory pays additional scholarship to pupils of working professions and renders its assistance in employment. During the period of manufacturing practice pupils get 100% remuneration of their labour.


Lyceum graduates work at the basic factory – The Kirov factory – and other industrial establishments of the city. Persons interested can proceed their education in technical schools and higher educational institutions.


Vocational lyceum ¹ 42 performs training of the workers of different professions.


On the basis of 8 classes of education acquiring basic general education (9 classes) and following profession:

  • lathe operator (2 years term of study)

On the basis of 9 classes of education acquiring secondary-level education (11 classes) and following professions:

  • electrician (3 years);
  • metalworker, auto-mechanic (3 years);
  • machine-operator (3 years);
  • operator of PC (3 years);
  • troubleshooter for programmable control machines (4 years);
  • businessman in commerce (4 years).


On the basis of 11 classes acquiring following professions:

  • machine-operator (1 year term of study);
  • troubleshooter for programmable control machines (2 years term of study);
  • businessman in commerce (2 years term of study).


Lyceum enrolment is usually held without examinations, education is free of charge. Pupils get the travel privilege and also privileged training in driving school. In addition to this they are granted a deferment of military service.
